This website uses stylesheets as much as possible. That's why a new layout is only a matter of minutes. The advantage of stylesheets is, of course, that you can implement sidewide layout changes, but also that people with a text based browser, like http://lynx.browser.org/, can view the site with relatively ease.
Forget it, you will not find Javascript on this website!
These pages are generated by WML. This is an nifty program that allows you to offer multiple languages at once. It generates HTML and thus are these pages static.
I use transparant PNG images, which are, unfortunately, not supported too well by Internet Explorer. I can't really do anything against this, except advising you to install a real browser.
